Michael Owusu-Nimako

Mr. Michael Owusu-Nimako has thirty (30) years experience as a public sector manager and management consultant, with expertise in human resource management practice, organisational development/design, and corporate governance practice. 

He was the (Executive) Secretary to the Public Services Commission from 2012 till 2019, when he retired from the Public Services. Prior to his appointment as Secretary to the Commission, he worked as:

a) Senior Management Consultant, GIMPA Consultancy Services Unit, 2010-2012;

b) Human Resource Manager (Head of Human Resources), GIMPA, 2006-2010;

c) Principal Human Resource Officer, Cocoa Marketing Company Limited (Ghana COCOBOD), 2002-2006;

d) Management Consultant, Agricultural and Industrial Management Services (AIMS) Limited, 1996-2002; and,

e) Stock Controller and Accounting Officer, Bamson Company Limited (Local Representatives of Akzo-Nobel (Sikkens) B.V., The Netherlands), 1988-1989.

He holds a Master of Philosophy in Economics from the University of Tromsø, Norway, and a Bachelor of Arts (Hons) in Economics and Sociology, and a Diploma in Education from the University of Cape Coast.

He has attended numerous human resource management and other management training programmes in Ghana, Botswana, Korea, Singapore and the United Kingdom. 

His membership on Governing Boards/Councils in the Public Services of Ghana include:

a) Chairman – Fair Wages and Salaries Commission Board, 2022-2025;

b) Vice Chairman – Fair Wages and Salaries Commission Board, 2018-2021; 

c) Council Member – Ghana Education Service Council, 2014-2019;

c) Council Member – West African Examinations Council National Committee, 2013-2019; and,

d) Board Member – Legal Service Board, 2013-2019.

Notable training experience include:

• Facilitator on Essentials of the Human Resource Management Policy, Framework, and Manual for the Ghana Public Services for Senior Staff of the Ghana Revenue Authority (GRA). September 2025 -June 2026.
• Facilitator on Corporate Governance Practice in the Public Services of Ghana for Public Services Boards/Councils. 2019-date
• Adjunct Lecturer, Diploma in Public Administration (DPA) and Certificate in Public  Administration (CPA) at GIMPA. 2019 to date.
• Facilitator at High Level Refresher Workshops for Directors, Deputy Directors of Office of the Head of the Local Government Service (OHLGS)  (2017 to date.
• Facilitator on Human Resource Management Practice in the Public Services of Ghana for HRM Directors and Officers in the Ghana Public Services. 2010-2019.
